Jay was born July 5, 1957 in Winfield, KS to Billy Joe Dwyer and Juanita (Drew) Green. When Jay was 11 years old, his father passed away. Jay took it upon himself to become the man and provider of the household and started working at the service station for the Bain family. After graduating from Oxford High School in 1975 he began working for Butler County, and later worked at USD 465 for 20 years in special education. Jay was very involved in the Oxford community, he was on the city council, the zoning commission, and was a deacon and an active member of the Oxford Christian Church. He especially loved Christmas time and helping with Christmas in the Country. Jay loved art, decorating, antiques, taking trips to the zoo, and most of all he loved and valued his family.
Survivors include his sister Kay Gehring and husband Peewee of Oxford, KS, nephews Daniel and wife Sheena, and Phillip and wife Genna, and great-nieces and nephews Shiloh, Evelynn, Hannah, and Colton. He is preceded in death by his parents.
